Salary Recruitment Range: $36,682 - $37,220Salary Grade: NC08Mission of the Industrial Commission:The North Carolina Industrial Commission is vested as a court of exclusive and original jurisdiction by the General Assembly to adjudicate and administer the North Carolina Workers' Compensation Act. The Industrial Commission processes over 65,000 workers' compensation injury reports and claims filed annually under the Act. This responsibility includes overseeing and providing for the trial of contested cases as well as administering non-contested cases. Workers who are injured by accident on the job or who contract an occupational disease receive disability and medical benefits as ordered by the Industrial Commission. The Industrial Commission is also a court of original jurisdiction for litigating tort claims against the State under the North Carolina State Tort Claims Act. Additionally, the General Assembly has mandated the Industrial Commission to provide an adjudicated process for Childhood Vaccine-Related Injury claims, Compensation to Persons Erroneously Convicted of Felonies, and Eugenics claims. It acts as a court of exclusive and final jurisdiction for death claims made by families of law enforcement officers, fire fighters, rescue squad workers and civil air patrol members arising under the Public Safety Employees' Death Benefits Act. Each of these adjudicatory systems requires administration of contested and uncontested claims, review of agreements, and supervision of payment of benefits�Primary Purpose of the Organizational Unit:The primary role of the Executive Secretary?s Office is to provide administrative review of issues in cases not scheduled for a hearing before a Deputy Commissioner or the Full Commission. The Executive Secretary and Special Deputy Commissioners act in a quasi-judicial capacity, issuing orders on various Motions, approving Compromise Settlement Agreements, directing distribution of third-party recoveries, and ruling on termination or reinstatement of benefits. The Executive Secretary?s Office strives to handle a high volume of motions and agreements efficiently and effectively. The Executive Secretary?s Office also responds to numerous inquiries from litigants and seeks to provide excellent customer service to the Commission?s stakeholders.Primary Purpose of the Position:The primary purpose of this position is to coordinate the Form 23 and 24 Application processes, including intake, initial review, and tracking of all Form 23 and Form 24 Applications, receiving and matching Form 23 and Form 24 Responses to the Form 23 and Form 24 Applications, scheduling Form 23 and Form 24 telephonic hearings, sending out Orders, drafting memos and Orders for Executive Secretary and Special Deputy Commissioner signatures, saving all Ordersand related materials to the correct electronic files, managing requests for extensions of time and requests to withdraw Form 23s and Form 24s, and handling all related telephone inquiries. Knowledge, Skills and Abilities / Competencies

Demonstrated experience in an office environment with considerable knowledge of work unit procedures, methods, and practices.Working knowledge of and ability to use correct grammar, vocabulary, spelling, proofreading, and office terminology to compose and/or proofread correspondence, reports, and materials.Ability to present ideas clearly and effectively, both orally and in writing.Demonstrated experience recording, compiling, summarizing, and analyzing data.Demonstrated experience reviewing and processing information to determine conclusions, actions, or compliance with applicable laws, rules, or regulations.Ability to analyze work situations and interpret program content in making decisions and explaining policies, regulations, and programs.Demonstrated experience exercising good judgment and discretion when confronted with problematic situations. Ability to learn, interpret, and explain policies, regulations, and programs.Demonstrated experience independently responding to inquiries and coordinating a variety of resources in acquiring and disseminating information.Excellent attention to detail.Demonstrated experience managing a large number of pending items and assisting in their timely completion.
